[pca] pca patch download fails with Unknown error/patch not found

Hi,
I'm trying to download patches from http://getupdates.oracle.com.
The latest patchdiag.xref is located in /var/tmp on this particular problem server.
I typed these commands:
cd /usr/local/bin
./pca.perl -l missingrs
./pca.perl -d -y -P /usr/local/patches missingrs
I'm prompted for an Oracle user account and password, which I type in. The download then starts scrolling with "Failed (Unknown Error)" messages:

I am seeing snoop traffic between my server and "bigip-updates.oracle.com" for HTTPS.
Has anyone seen this kind of error message before?
