[pca] pca patch download fails with Unknown error/patch not found

I ran a pca "pretend" install with the verbal option. This may be a problem with my server or firewall entry - I'm seeing "Unable to establish SSL connection".
Here's output of "pca.perl -I missingrs -V":

I'm trying to download patches from http://getupdates.oracle.com.
The latest patchdiag.xref is located in /var/tmp on this particular problem server.
I typed these commands:
cd /usr/local/bin
./pca.perl -l missingrs
./pca.perl -d -y -P /usr/local/patches missingrs
I'm prompted for an Oracle user account and password, which I type in. The download then starts scrolling with "Failed (Unknown Error)" messages:
