[pca] failing patch downloads - 141870-01

Hi Martin,

I can see why this is happening; Patch 141870-01 seems to have somehow 
avoided being processed by our Entitlement code on its release.
The end result is that it has no Entitlements associated with it, so all 
attempts to download it are failing as the entitlement offerings have 
nothing to match against for this patch.

Now to find out what went wrong and if other patches are affected too.

Hopefully this is an isolated incident.
