[pca] failing patch downloads

The download of patch 141870-01 via pca/wget fails with "ERROR 403: 
Forbidden", other new patches as of today downloaded fine.

When I search for the patch in "Patchfinder", it shows up with a lock 
icon ("Not Entitled") and I can't download it there neither. The patch 
entitlements in "Update Account" look fine.
