[pca] failing patch downloads - 141870-01

Hi Martin,

Investigation of this issue yesterday was somewhat inconclusive.

There appears to have been a silent failure when initially attempting to 
release this patch.
This led to the patch not getting entitlements associated correctly with 
it and it's README not being pushed to 
http://sunsolve.sun.com/search/document.do?assetkey=1-21-141870-01-1.
The patch metadata was however pushed both to files like patchdiag.xref 
& tools such as PatchFinder, which led to a case where a patch was being 
recommended for download but, due to the lack of entitlements, the patch 
download itself was consistently failing.

The issue is now resolved and patch 141870-01 now has the correct 
entitlements & 
http://sunsolve.sun.com/search/document.do?assetkey=1-21-141870-01-1 exists.
We checked the database and found this to be the only patch with this issue.
