[pca] PCA return codes

As Michael already stated, pca won't attempt to download the patch again 
if it already exists. It *does* show "Downloading ..", but this really 
means the whole process of locating, copying, or downloading the patch.

If the patch already exists in patchdir (either unpacked as directory 
123456-78 or as patch distribution file like 123456-78.zip) pca will 
continue with the installation step immediately.

If you see a different behaviour, please provide an example (with debug 
output).
