[pca] PCA return codes

I believe what Rajiv may have been asking for was an option to NOT download
patches if indeed they are missing. Simply say the patch is missing, and
move on. (Obviously this may break dependencies, but if the host isn't
connected to the internet, why waste time trying to download.)
In my shop, I have shell script which wraps pca, to do the actual patching.
But since several of our servers are in on a network with no direct access
to the Internet, I also wrote a patch simluation script. This script is
almost a carbon copy of the patch script but it runs against the
uname/showrev/pkginfo files on the server where I keep all the patches.
Since this server has access to the Internet, any missing patches will be
resolved during the simulation so I need not worry about not having the
required patches in production.
