[pca] PCA return codes

Not me. I download an then install, usually - at least if I'm
going to install a lot of patches. For the odd patch then
and now, I also do a direct download+install.

Hm? No, it shouldn't do that. If there's already a aaaaaa-rr.zip
file or aaaaaa-rr directory in the current directory, then pca
won't download or even unzip a patch and instead use, what's
present.

Is there a way to avoid this attempt of download and directly install the

I download stuff to /data/patches. To do that, I do

    cd /data/patches
    pca -d
    # something
    pca -i
