[pca] Including file to patch list

I seem to have encountered an issue with PCA that I'm at a loss to figure
out. I'm using the patchdiag.xref file from 23may08 which lists patch
version 125184-05. This patch already exists on the system but I want to
install version 125184-07. I've listed this patch in the pca.conf file,
along with other patches that I want ignored or installed besides what is on
the "missingrs" list. When I run pca it fails to list or install patch
125187-07. Any ideas? I'm using a local patch directory and patch 125184-07
is located there along with all the other patches that seem to work
fine. Does the patchdiag.xref file take precedence over what is listed in
the pca.conf file? Here's the environment:
