Yes, I've been thinking about a more general solution to this as well. 
Similar to your idea I've been thinking about adding a new patch group 
like /pattern/ and allowing --ignore=/pattern/ (and getting rid of 
--pattern). You could then call

   pca --ignore /NetBackup/ --list "/VRTS|VERITAS|Veritas|SYMC/"

to list veritas patches but not netbackup patches.

I need some more time to think about whether this is general enough.
