[pca] Can a patch type change?

Yes. I've checked some of the old patchdiag.xref files I keep - the "R" 
attribute has been added to this patch sometime between 20070701 and 
20070901.

I diff yesterday's xref with today's xref daily, and I see these kind of 
modifications from time to time. I think it's rare for "R", even more 
rare for "S". I see the "R" attribute added to "S" patches ("S" -> "RS") 
after they have been available for some time quite often.

The "R" tag seems to be set quite deliberately. It doesn't correlate to 
the "Recommended patch cluster"; I think it all depends on the Sun 
engineer's personal opinion on whether it gets set or not.
