[pca] Can a patch type change?

Hi all,

I've got a small question. I've noticed patches listed like this one,
they're very old, tagged as recommended, and yet, they're not applied:

115697 -- < 02 R-- 999 SunOS 5.9: mtmalloc lib Patch

README says:
README -- Last modified date:  Friday, June 4, 2004

It's strange, because I patch those systems with R/S patches once a year
at least. So, is it possible that this patch wasn't recommended last
year, and now is?
