[pca] Incorrect permissions in prepatch for 121118-19

Strange. I've successfully installed that patch on various systems, and haven't 
heard about the problem before. When extracting the ZIP file, I see that the 
permissions of prepatch are correct (ie. it's executable).

The MD5 of my copy of 121118-19 is 85005ba9c9844686bbfa0dfee3661bb2 - does yours 
match?

Or could it be that /tmp is mounted with "noexec" on the affected system? I've 
never tried that, but it could cause that error, I guess. Setting the TMPDIR 
environment variable to some other patch would help then.
