[pca] Incorrect permissions in prepatch for 121118-19

Hi all,

I'm hitting the following error while trying to install an Update  
Connection patch, of all things:
ERROR: The /tmp/pca.516446/121118-19/prepatch script contains invalid  
permissions. Please make the script executable and reinstall 121118-19.

I don't care much for UC anyway. Words that describe it are not proper  
for polite company.

But in general, is that something that PCA can, or even should work  
around? Like changing the permissions for that specific patch and file  
before attempting to install it?

PCA itself is at version 20111018-01, the latest AFAICT.
