[pca] Asking for MOS authentication

This should still work. I deprecated the "askauth" option, because PCA will now
by default ask for missing authentication data when required.
So when you tell PCA to download a patch from the PCA proxy, and the PCA proxy
doesn't have the patch yet, the PCA client will show "Error 401: MOS data
missing" and ask you for your MOS account, then forward that to the PCA proxy,
which will then use it download the patch from Oracle and return it to the PCA
client.
Are you using the latest version of PCA on the client and on the proxy? People
sometimes use very old versions of PCA as pca_proxy.cgi.
If it doesn't work, please set "debug=1" in the pca-proxy.conf, run "pca --debug
--download 111111-11" (some patch which doesn't exist on the PCA proxy yet) on
the client and send debug output both from the client and the proxy.
