Closer to the patch cluster is "missingrs". Closest to the patch cluster would 
be "--minimal missingr"; the "--minimal" option is still marked experimental, 
and it heavily depends on absolutely correct data in the patchdiag.xref.

Personally, I prefer to install all missing patches, whenever possible.

Right now it would be best done in a wrapper script around PCA.

One day I might modify the patchurl/xrefurl options to allow specifying more 
than one source (URL, path, "ORACLE", etc.) which would be tried one after 
another. That's quite some work, though, and I can't tell when I will find time 
for it.
