Dependencies are only followed if you leave off the revision number.   For example pca -I 123456-01 will install only that patch, same with reporting.    Martin assumed you knew what you wanted when you give the whole patch id including revision.  To do what you want, leave off the revision number which will cause pca to follow the dependencies, e.g. pca -I 123456.
