[pca] patchdiag.xref for CPU

Maybe these guys can build and host it:

http://sunsolve.espix.org/

They seem to be bringing back all the patch research functionality we lost
when Oracle shutdown Sunsolve.

Hopefully they don't get sued into oblivion, but since they don't host the
patches, just point to them in MOS, they are probably OK.
