[pca] patchdiag.xref for CPU

Not that I wouldn't have thought about that before :)

I'm not sure how practical it would be, though, as even with a local caching 
proxy this might take forever for patches with many requirements. And then I 
start thinking whether it wouldn't be better to cache the information, or even 
collect it centrally (so not every user has to extract it on his own), and then 
I end up thinking about what we really need: A master patchdiag.xref with all 
patch revisions. But Oracle doesn't produce it, and they most probably won't 
allow anybody else to compile (from patchinfo, or a collection of past xref 
files) and distribute it for legal reasons.
