To be fair, the issue we're talking about is a very special case, and actually
there's no good solution for this problem in the current patch infrastructure:
Patch requirements aren't added to an existing revision, and no new kernel patch
revision will be generated for a rather small fix.
It would have been better to add such fixes as in 125555/125556 to the patch
utilities patch instead: There's already a recommendation to install the newest
revision of this patch ahead of any patch session, and PCA always moves it to
the top of the patch list when installing patch sets. If needed an implicit
requirement could be added to PCA (and maybe patchadd) which doesn't allow
installing any patch unless the most recent revision of the patch utilities
patch is installed - the would make more sense, IMHO.
