Yes, the lack of dependency is kind of surprising. Is there some other 
special handling of them in PCA or Sun patching tools to ensure they are 
applied in the correct order if needed?

Aaaaaahhhh, I should have thought it was *this* issue then. Yes, I 
assume that 4 months after the fact, people would have found a way to 
re-enable non local connections to their sendmail. One of the several 
annoying issues with S10U9 upgrade, though not the worst.
