[pca] Strange patch requirement for 125556-09

The idea with this "Place Holder Patch" was that the kernel patches would always 
depend on it, so when a new kernel patch is installed, the place holder patch 
would be installed before it, including required fixes for kernel patch 
installation bugs discovered after the kernel patch was published. Gerry Haskins 
writes about in a comment on:

(search for 125555). In the case of 142910, this won't work I guess, as it 
doesn't require 125556, unlike an earlier kernel patch. So I guess there's not 
really a guarantee, that the most recent revision of 125556 will alway be 
installed before the latest kernel patch.

Looking at the 142910_SUNWsndmr_preinstall file, it seems to take care that the 
config/local_only property is preserved. Maybe that isn't done in the original 
file? Shouldn't really "break" something, then.
