[pca] Download all patches

[little help]

Is there a way to go through the patchdiag.xref and download all missing
patches.  I know I can go to a client and download local copies, but I would
like to periodically do this on the proxy servers.  I tried pca --download
but this seems to be a one off for each client it is run on.  Thanks.
