[pca] Downloading patches hangs.

I found out that it was a firewall.  Sorry about that.  I only have
access to view our internal firewalls so anything that goes out to the
internet goes through a few more.  The traffic was blocked there.  I
should have went to the security team first.

I see, thanks. The ones I usually get (193.170.140.71, 193.170.140.79) 
are at least registered with *.akamaitechnologies.com in the DNS, unlike

those that Jeremy gets.

With such a big number of heterogenous servers with different ISPs, 
there might also be a chance of a temporary/local failure.

Let's see what Jeremy will find out.
