[pca] pca 20101216-02 reports ERROR 403: Service Error.

 Yes. I've been seeing these.  Went to login to support.oracle.com and now it says "account being setup check back later."  Gotta love it. That was working a few days ago.  They've definitely done something.

Indeed, this looks like a problem with one of Oracle's servers. Right now, 
downloads work for me. Is anybody seeing (or has seen in the last few hours) 
these "403 Service Error" messages?
