[pca] getupdates.oracle.com is not ready for prime time

Despite having a support contract on a given Sun server I am told
repeatedly that simple things are "403 You are not entitled to retrieve
this content" and that is totally wrong.

Things like :

In my mind Oracle is in breech of contract but I can give them a few days
to sort themselves out. However, they have had months. I simply expect
that when I pay for a service that it actually works. This software update
service has been broken off and on all year long and that includes the
purchase process. With Oracle at the helm it is still broken.

In my mind there is no "community". I am a just a customer.
