[pca] Download server issue fixed

I am still getting:

Failed (Error 403: You are not entitled to retrieve this content.)

for many patches.

Please note there was an issue with the new download server this morning where correctly entitled downloads were being incorrectly rejected.  Apologies for any inconvenience.  Please retry any failed downloads that you believe should have worked.
