There's still a download page for Patchdiag 1.04:

but it reads: "THIS DOWNLOAD IS NO LONGER AVAILABLE" . So I guess the 
answer is "no". Actually, patchdiag had been replaced by patchcheck 
(patchk.pl) later on; I can't find an official reference or download for 
that one neither.

I have been an avid user of patchdiag/patchk.pl myself, BTW, and my 
first efforts regarding patch tools was fixing some bugs in those 
scripts. Later I noticed that a clean re-implementation of their 
functionality would be a lot easier to maintain and run much faster. 
This was the birth of:

   # PCA - Patch Check Advanced 1.0
   # Release Date: 2003/09/09
   #
   # PCA is a replacement for Sun's Patch Check tool ...
