[pca] many patches not downloadable: ERROR 403: You are not entitled to retrieve this content

I can download the patch when using my SOA which is connected to a 
support contract. When using another SOA without support, I get:

   09:38:56 ERROR 403: Forbidden.

For whatever reasons, getupdates2.sun.com believes that you are not 
allowed to download the patch. Before Don jumps in, the usual questions:

Has patch download with pca/wget using this Sun Online Account worked in 
the past?

Have you (or a colleague) made any changes to this SOA recently, like 
adding or modifying contract details, etc.?

The update manager, the sunsolve web interface and wget all seem to use 
different internal interfaces to check for patch entitlements, judging 
from how often users state that a patch download works one way but not 
the other ..
