[pca] PCA not finding patches even with an account tied to a contract.

Martin's theory makes perfect sense to me...

Hmm, are you sure 403 is not related to load balancing as well?
Why else would the same wget command fail on some servers
and work on others? All servers are listed in the same Sun
support contract with same support level.

Anyway, since I'm patching production systems and don't have a lot
of time to fiddle with this, I downloaded patches on a server where
downloading works and then copied the files manually to problematic
hosts. And naturally during this manual operation (half an hour
maybe?) the issue solved itself and now downloading works on every
host, no more 403s. Oh well.
