[pca] pca can't download patches if installed on os2008.11

Just to add some more now that I have checked a 2009.06 box :-)

It appears that patchadd/patchrm/patchutil/pdo was removed for this
release; http://defect.opensolaris.org/bz/show_bug.cgi?id=1944 has
more information.

I guess you could try Martins suggestion. If that works then perhaps
there is an argument for pca not to need patchadd/showrev when just
doing a --download operation.
