[pca] pca can't download patches if installed on os2008.11

Just to add to that, if you need to see if a file is delivered in
opensolaris and in what package you can use, for example, 'pkg search
-a patchadd'. This will find all packages in the publishers that you
have defined that offer that file. Then simply 'pkg install' the
package.
