[pca] Problem with downloading anything (proxy problem ?)

You're right. It's a flaw we discovered recently; wget doesn't honor 
http_proxy when accessing HTTPS links. In the current development 
version of pca there's a fix for this problem:

   http://www.par.univie.ac.at/solaris/pca/develop/pca

Please try that, and let me know if it works. I'm planning to release 
this fix in a new stable version of pca soon.
