[pca] Problem with downloading anything (proxy problem ?)

Hi,

I have a problem with downloading from Sunsolev even patchdiag.xref file:

When I watch packets on the proxy (192.168.213.14) I cannot see any from this host.
It seems that the http_proxy parameter is not used.
Why ?
