[pca] PCA not finding patches even with an account tied to a contract.

Solaris 10 patches are working now.  There are two Solaris 8 patches,
111335-34 and 139522-01, that I cannot download with either pca or
the SunSolve web site.  The error that I get on SunSolve is "This
download is only available to users with a valid Sun Service Plan
associated to their SunSolve user account", and yes, we do have a
valid plan.
