[pca] Odd problem - must have debug enabled to pull patchdiag.xref

Today, the pulling of patchdiag.xref (via pca) is working just fine
without the "--debug" option. No change to the account, environment, no
reboot, nuttin' different (that I know of).

I chalk this one up to the gremlins; if it will no longer fail for me I
can't begin to figure out why it failed in the first place.
