[pca] issue with sunsolve account and pca

WHen I run a browswer from the box that runs the proxy and go to the site:
https://sunsolve.sun.com/validateSLA.do?orignalTarget=show.do?target=home

It asks me to accept the SunSolve License agreement...

when I manually do the command it fails as well. I'm guessing its due to the same reason:

# /usr/sfw/bin/wget --no-check-certificate https://sunsolve.sun.com/patchdiag.xref
--09:07:14--  https://sunsolve.sun.com/patchdiag.xref
           => `patchdiag.xref'
Resolving sunsolve.sun.com... 192.18.108.40
Connecting to sunsolve.sun.com|192.18.108.40|:443... failed: Connection refused.

Our firewall is open to allow all connections to *.sun.com so I'm putting all my chips on the certificate being my reason.
