[pca] Changes on SunSolve cause problems with pca

Recent changes to the SunSolve server infrastructure caused two problems
with pca:
Patch downloads via HTTP are not possible anymore, HTTPS is required.
You need a version of wget which has been compiled with SSL support. A
simple check is to run "ldd /path/to/wget | grep ssl" to see whether
it's linked against OpenSSL. I will modify pca to do the check and show
an appropriate message in the future.
The --readme option can not be used to download patch README from
SunSolve right now. The URLs used by pca are not working anymore, and
there is no known replacement. Hopefully this will change soon.
