[pca] SunSolve updated -- improved patch downloading

If you can avoid it, don't change your SOA contract at the moment.
I'm getting about a 1% success rate using wget for contract patches -
ironically, I'm getting more 500-errors than I am successful downloads.
I left a loop running for a while to attempt to download a small
contract patch every minute or so. Here's what it looked like this morning:
