[pca] SunSolve updated -- improved patch downloading

Hi Don, List.
I had to add a new contract to my SunSolve account yesterday (the old
one had expired), and immediately after adding it I started doing PCA
downloads (from a different machine than the one I used to register the
contract, but behind the same web proxy).
I can get non-contract patches through PCA OK, but not contract ones and
it's been like that over 24 hours now. Downloading from SunSolve works
fine (and it's blisterin' quick. Yay!).
The PCA proxy is getting:
ERROR 403: You are not entitled to retrieve this content..
Any hints on how to get this working again?
