[pca] PCA-Proxy Fails To Host Files

I have setup the proxy server as per the instructions on the pca  
website.
When I run the clients with the following commands I get this error.

pca -X . --xrefurl=http://myserver/cgi-bin/pca-proxy.cgi --patchurl=http://myserver/cgi-bin/pca-proxy.cgi 
  -d missing

HTTP request sent, awaiting response... 500 119118-49 not found
08:30:14 ERROR 500: 119118-49 not found.

that file does in fact exist in /var/tmp/pca on the server.
