[pca] pca can not get basic plan updates

When you have purchased SUN hardware, you can purchase Hardware and Software
maintenance contracts from SUN. This plan will have a "Service Plan Number"
which you need to add to your Profile to be able to open/close/review cases.
It used to be pure numbers, but off-late it is mostly alphabets. Whoever
purchased your contract would know or your SUN representative will know this
contract number.
