[pca] pca-proxy.cgi and config files

Martin,I assume that client servers will still use pca.conf file and will
search for it in this order a.) ./ current directory b.) /etc/ and c.)
/usr/local/

Please let me know if this has changed and how pca will react if 1 or more
pca.conf files are found on the (client) server.
