[pca] pca-proxy.cgi and config files

I have made a small, but important change to the current development 
release of pca:

   Version 20081017-01
     * Read only pca-proxy.conf (not pca.conf) in proxy mode

pca-proxy.cgi will read only configuration files which are named 
pca-proxy.conf from now on. Before that change, it has been reading 
pca.conf files, too, which could create confusion when a machine was 
both a proxy and a client - using /etc/pca.conf on such a setup was a 
bad idea, as this file was read both by pca and pca-proxy.cgi.

The old behaviour never was a design choice; it was like that for 
historical reasons. I was hesitating to change this in the past, as it 
might break existing setups.

If you're running a proxy, change it to use pca-proxy.conf, if you 
haven't done so yet. The above change will make it into the next 
official release.
