[pca] Proxy server doesn't get missing patches

Make sure on your client server /etc/pca.conf has only these lines and not
the lines for sunsolve ID and password.

patchurl=http://pcaproxy.myserver.com/cgi-bin/pca-proxy.cgi?
xrefurl=http://pcaproxy.myserver.com/cgi-bin/pca-proxy.cgi?
