[pca] Proxy server doesn't get missing patches

I have set up a local proxy server which downloads patches from Sun. The 
clients install patches from the proxy server.

As a test, I deleted one of the patches from the proxy server, then ran 
the client script. As expected, the client didn't find the patch on the 
proxy . The client then connected to Sun and downloaded the patch.

I was under the impression that the proxy would download the missing 
patch from Sun and give it to the client. If my impression is correct, 
what combination of options to pca do I need?

My company does not want clear text passwords over the network and if I 
show them this, it will never be approved. I have been trying since May 
to get this going.
