Did you try to download the same patch which failed or just any patch?

I'm asking because patch 118717-02 is not a security patch, so it's only 
available to customers with a support contract, which costs money. Do 
you have one, and is it connected to you username on SunSolve (there's a 
web interface to do that)?

The "ERROR 403" usually means that you supplied the correct username and 
password, but are not authorized to access the patch you requested.
