[pca] 403 Forbidden

I've been working on getting PCA installed and running on a Solaris 10
server and I'm now getting this error:

I have checked my username/password combo on sunsolve.sun.com and
verified that it is correct - and has access to downloading patches. But
it appears sun is blocking my IP address, based on this error I'm
receiving. Is this normal? Please advise. Thank you!
