[pca] Patch keeps re-downloading and appending to existing file

Hi Rodney,
* I am currently installing same patch and face no issue downloading it.
Pca events below.
Note : Patching took place on a Solaris 11/06 server using pca
20080626-01
* I have noticed you mentioned : 120011 14 = 14 RS- 317 SunOS 5.10:
kernel patch
which means you are up-to-date with 120011-14 patch.
Why do you need to apply same patch once more.
