[pca] suggestion for extended syslogging

My idea was to log only things which actually modify the system to 
syslog; that's why a successful patch install is the only action which 
gets logged as of now.

But on the other hand I agree that there can't be too much logging. So 
I've modified the development version of pca (20080825-01) to log failed 
patch installs, as suggested.
